Regardless of the financial restrains of the nation and government, the explosion in the demand for education continued with attendant problems of finance, inadequacy of facilities, educational services, standards, etc. To better support Primary Education, the Federal Government provided N800 million to be paid into a “Primary School Education Fund” account with the states and local governments also contributing. The object of the fund was to assure timely payment of the salaries of primary school teachers, and thus to free up resources at the local level for other pressing needs and ensure success of government’s universal primary education and secondary school programs.
