The trend of capital expenditure was relatively moderate, with a seven-fold increase over the period. After relative stagnation, it rose markedly in 1989 by N6.69 billion (83.40%), 1990 by N9.01 billion (59.96%) and 1992 by N11.42 billion (40.30%) before a slight increase in 1993. The dominant item in capital expenditure generally throughout the period was transfer in respect of domestic and foreign repayments. This was remarkably high in 1985 and 1986 and again in the period 1990 to 1993. In terms of relative shifts, expenditures on administration and economic and social services were supplanted by transfers. With the relative fall in transfers in 1993, expenditures on administration, economic and social services showed absolute and relative recovery. The Judiciary and Police received increased funding support beginning 1989 to enable them reconstitute their infrastructure, particularly security system in the case of the Police.
